Each year thousands of unaccompanied immigrant children (UCs) arrive in the U.S. without their parent or legal guardians. When UCs are released from federal government custody, often to a family member, they often lack forms of valid identification (ID), making it difficult to access services and thrive in the U.S. This factsheet explains why state and local ID card and driver’s licenses programs should accept the Office of Refugee Resettlement (ORR) Verification of Release (VRF) when unaccompanied children apply for state/local ID cards and driver’s licenses.
