Kids in Need of Defense (KIND) strongly opposes DHS/USCIS’s proposed rule expanding the collection and use of biometrics, including DNA, from people “without regard to age”—reaching even infants and toddlers. KIND warns the proposal relies on outdated evidence, fails to consider child-specific protections or alternatives, and would create serious barriers to children’s access to safety and legal protection while exposing millions, including U.S. citizens, to unnecessary risks.
